As of December 2025, Montenegro stands out as the frontrunner for European Union accession among the Western Balkan nations, ambitiously targeting full membership by 2028. The country has made substantial progress, with seven out of thirty-three negotiation chapters provisionally closed, including the crucial chapter on public procurement. The European Parliament has reaffirmed Montenegro's leadership, highlighting broad public and political support and full alignment with EU policies. However, significant challenges remain, especially in implementing deep reforms related to rule of law, judicial independence, and anti-corruption measures.
