Great news for Montenegro on its EU membership path as of 23 December 2025! Just last week, on 16 December, Montenegro and the EU held their 24th Accession Conference, where five more negotiating chapters were provisionally closed: Right of establishment and freedom to provide services (Chapter 3), Free movement of capital (Chapter 4), Company law (Chapter 6), Agriculture and rural development (Chapter 11), and Fisheries (Chapter 13). This progress brings Montenegro to 33 chapters opened with 12 provisionally closed total.
EU officials hailed this as a significant step forward, signaling renewed momentum. Montenegro's Prime Minister Milojko Spajić confidently expressed that closing all chapters by the end of 2026 is realistic, with the government working hard to meet this target. Earlier in 2025, Montenegro also closed Chapter 5 on Public Procurement, marking an important milestone in the “Fundamentals” cluster, which addresses transparency and anti-corruption.
These advancements are why Montenegro is widely regarded as the frontrunner among Western Balkan candidates, praised by key EU leaders who foresee accession possibly by 2030 or even as soon as 2028 if all political conditions align. Despite the positive outlook, challenges remain in sustaining reforms on the rule of law, judicial independence, anti-corruption, and media freedom.
The EU also stresses that while Montenegro aims to finish technical chapters by 2026, the ultimate accession will depend on political decisions by all current EU members and broader EU reforms. Meanwhile, Montenegro continues aligning with EU standards beyond negotiations—most recently reinstating visa-free travel for Turkish citizens with tighter security measures, highlighting its commitment to EU-compatible migration policies.
